New Delhi, April 20 -- The 131th Amendment, understood widely as women's reservation in the Lok Sabha and State Assemblies, has been discussed, debated and defeated. Yet, we know most women hovering above, or under the poverty line, can additionally be represented by policies and on-ground actions that mitigate their environmental vulnerability. Water scarcity due to deforestation or over-consumption means women in water deficit areas walk further to fetch water, or to wake up early and stand in queue for hours. When heat stress intensifies, women still cook in hot kitchens, care for the elderly and work, even as their own bodies bear the brunt of heat.
