New Delhi, April 13 -- A special Election Commission team headed by Senior Deputy Election Commissioner Gyanesh Bharti will reach Kolkata on Monday for a final ground review of the election preparations, a senior election panel official said. The state will vote in two phases on April 23 and 29. The visit is unusual because direct ECI field visits typically precede the announcement of the Model Code of Conduct (MCC), not after it. Once the MCC is in place, the Commission conventionally operates through the Chief Electoral Officer (CEO) and centrally deputed observers, rather than through direct review missions.
