SBI raises concerns over proposed FCRA asset rules, says 'clarity required'
New Delhi, Sept. 30 -- The Union law ministry and the State Bank of India-which receives all foreign donations-have supported the objectives of the proposed amendments to the Foreign Contribution (Regulation) Act, but the latter said the legislation poses some challenges from the banker's perspective.
In a presentation to the Joint Parliamentary Committee (JPC) examining the FCRA bill on Tuesday, a team of top SBI officials raised a number of issues and sought clarifications on various aspects of the bill.
"It does not specify whether the account to be frozen continues to operate, who operates it, whether credits and permitted debits can continue, and who authorises payments," the SBI team said.
