New Delhi, Aug. 4 -- Congress president and Rajya Sabha Leader of Opposition Mallikarjun Kharge on Monday accused Prime Minister Narendra Modi and Union home minister Amit Shah of "wilfully insulting" Parliament by staying away from its proceedings, as Opposition parties continued to disrupt both Houses over the alleged Ram Mandir donation theft and sought Shah's accountability over the violence against students in Delhi.
