India, June 5 -- The devastating blaze in an illegal bed-and-breakfast in south Delhi's Hauz Rani that killed 21 people and injured 21 more began in the kitchen of the restaurant on the ground floor, preliminary probes of Delhi Fire Service and police have said. But an HT investigation found on Thursday that Lavkesh Bajaj, the owner of the facility, didn't have a licence to run a full-fledged restaurant and only possessed a "tea and snacks outlet" licence that didn't allow any cooking or seating.
