New Delhi, July 25 -- Vehicles left with authorised dealers for more than six months without being sold could automatically become the dealer's property, while ownership transfers may be blocked if the vehicle has pending challans, unpaid user fees or invalid documents, under draft amendments to the Central Motor Vehicles Rules released by the ministry of road transport and highways (MoRTH) on Friday. The proposed changes seek to regulate transactions in the organised used-car market, streamline ownership transfers and strengthen compliance requirements.
