The latest flashpoint came in Santa Cruz, where Revenue Minister Atana sio 'Babush' Monserrate inaugurated a personal office in the constituency represented by BJP MLA Rudolf Fernandes, trigger ing a public confrontation that has exposed simmer ing turf wars within the ruling party.
