Goa, April 17 -- A heated and chaotic discussion unfolded during the Mormugao Municipal Council (MMC) meeting after the council approved the temporary transfer of HPCL land to KTCL for a proposed PPP project. The decision triggered strong reactions from several councillors, turning the meeting tense and disorderly.
