Kathmandu, July 29 -- Devendra Raj Panday was known less for his formal titles as an economist, former minister and planner than for his role as a "citizen leader."

Standing outside active party politics, he consistently questioned the state, governments and political parties. His views on Nepal's political crises, democratic backsliding and issues of public interest were difficult for governments and political parties to ignore.

Panday died on July 17 at the age of 87.
