India, Aug. 24 -- ALTERRA, a US$30 billion UAE initiative launched at COP28, signals a major shift in climate finance by channeling capital to emerging and developing economies.

Aligned with UN climate principles and the ICJ's 2025 opinion, it operationalises equity, CBDR-RC and the duty to cooperate, while expanding responsibility beyond traditional OECD donors without replacing their obligations.
