MADRID, Sept. 1 -- Spanish Prime Minister Pedro Sanchez has ruled out Moroccan involvement in a major migrant surge into Ceuta. He said the incident remains under investigation by Spanish authorities. More than 70,000 migrants entered the Spanish enclave in late July. Most migrants returned to Morocco within hours, but thousands reportedly remain in the territory.
