Pakistan, Aug. 9 -- Karachi is Pakistan's only city that pays for the country and gets governed by a system that treats it like every other district. Autonomy for the city of this magnitude requires a constitutional amendment. Generating a huge share of the country's tax revenue and trade (the port, the stock exchange, the bulk of federal collections); no federal or provincial government would willingly give that up. The mismatch between what Karachi produces and what it's allowed to reinvest in itself is the core argument why this city should have been declared a city state like yesterday.
