Pakistan, Aug. 9 -- Karachi is Pakistan's only city that pays for the country and gets governed by a system that treats it like every other district. Autonomy for the city of this magnitude requires a constitutional amendment. Generating a huge share of the country's tax revenue and trade (the port, the stock exchange, the bulk of federal collections); no federal or provincial government would willingly give that up.
