Pakistan, Sept. 18 -- Countries cannot borrow their way out of poverty; they need to create economic sectors that contribute to their GDP. Important circles in Pakistan have started realising this eventuality, after 24 IMF bailouts. Economic sector creation and/or expansion is now being looked at as a priority activity. One such sector that the government is actively pursuing is tourism.
