Pakistan, Aug. 21 -- The debate over creating new provinces in Pakistan is not new. Every few years, it resurfaces in national politics. It has once again gained momentum following remarks by Federal Interior Minister Mohsin Naqvi, whose argument, in essence, was that the existing system has collapsed and new provinces have become inevitable.
Under Article 239, changing provincial boundaries requires a constitutional amendment, a two-thirds majority in both houses of Parliament, and approval by at least two-thirds of the relevant provincial assembly. Political and national consensus is therefore essential.
