Pakistan, Sept. 6 -- Federal Interior Minister Mohsin Naqvi on Saturday called for a broad, constitutionally compliant debate on the creation of new provinces and administrative units, saying any decision should be guided by the will of the people rather than political considerations or emotions.

Addressing the National Policy Dialogue held at the University of Management and Technology (UMT) as chief guest here, he said structural reforms were necessary to improve governance, ensure equitable development and provide better access to basic amenities, including education, healthcare, clean drinking water and justice.
