Pakistan, Sept. 12 -- Karachi's worsening land and revenue system has emerged as a major hurdle to construction and economic activity, with Commissioner Karachi Syed Hassan Naqvi saying the city has had no new master plan since 1953.
Speaking at an event at ABAD House, the commissioner said land remained Karachi's biggest problem and called for urgent modernization of the city's land records and transfer system.
Naqvi said a ban on land allocation and transfers was imposed around 15 years ago, creating complications for the construction sector and other stakeholders. He said the existing system involving patwaris, mukhtiarkars and tapedars had become outdated and needed to be upgraded.
