Pakistan, Aug. 7 -- Pakistan Peoples Party Chairman Bilawal Bhutto Zardari said the system has been deliberately weakened, not failed. He said governance cannot function until authorities recognize the people as the source of power.

Addressing a public gathering in Azad Kashmir's Bagh district, Bilawal supported new provinces if people approve them. However, he said the PPP would oppose changes without public support.
