Pakistan, Aug. 19 -- The continuing debate over unrest in Azad Jammu and Kashmir requires a fuller account of what happened before the confrontation escalated, particularly the extent to which the government had already accepted the protesters' demands and the circumstances in which a movement described as "peaceful" descended into violence.

The Joint Awami Action Committee (JAAC) originally emerged around demands for affordable electricity, subsidised wheat flour and reduction of official privileges.
