DODOMA, June 23 -- THE Minister of State in the Presidents Office for Planning and Investment, Professor Kitila Mkumbo, has said that the process of developing a new Constitution is already outlined in the Chama Cha Mapinduzi (CCM) election manifesto, and citizens should understand that its implementation is part of the ruling partys formal commitments.

Responding to Members of Parliaments concerns over the General Government Budget in Parliament in Dodoma, Prof. Mkumbo referred to Section 2.6, Paragraph 47 of the CCM manifesto, which states that the party upholds principles of good governance, democracy, human rights, and the rule of law as key pillars for sustaining peace and national stability.
