DAR ES SALAAM, Sept. 4 -- LAST week, I left readers in a conference room at Kunduchi Hotel where a simple question, “Why are we rushing?” captured the uncertainty surrounding Tanzanias decision to migrate from analogue to digital television broadcasting.

That conversation reminded us that every major national reform begins long before the public notices it. It begins by earning the confidence of those expected to lead and implement change.

Once that confidence had been built among broadcasters, policymakers and government institutions, an even greater challenge emerged: Communicating a highly technical global transformation to millions of ordinary Tanzanians in a way that inspired understanding, trust and action.
