India, Sept. 3 -- The Attorney General and several intervenient petitioners yesterday told the Supreme Court that the proposed 22nd Amendment to the Constitution could be enacted with a two-thirds majority in Parliament without being submitted to a referendum, contending that none of the provisions sought to be amended are entrenched under Article 83 of the Constitution.

Solicitor General Viraj Dayaratne, appearing for the Attorney General, and President's Counsel Nigel Hatch, appearing for intervenient petitioner and Parliamentarian Lakshman Nipuna Arachchi, made the submissions as the Supreme Court continued hearing 67 Special Determination petitions challenging the constitutionality of the proposed amendment.
