Nairobi, May 4 -- Katiba Institute has gone to court to challenge a policy directive issued by Interior Cabinet Secretary Kipchumba Murkomen last year on the use of force and firearms by the police.

The lobby group says the directive is illegal as it purports to direct the Attorney General to arrange for legal representation for any officer accused in connection with a use of force incident.

The lobby further says the directive, issued on July 18 by the CS to Inspector General of Police Douglas Kanja, is irregular and goes against the functions of the office of the Attorney General under Article 156 (4) of the Constitution.
