Uganda, May 6 -- Uganda has taken a deliberate step in recognising the role of secondary cities under Uganda National Development Plan IV(NDPIV). The ambition is clear: to decentralise growth, unlock regional economies, and reduce pressure on Kampala by creating viable urban centres across the country. However, plans on their own do not build cities.
Across the country, locations such as Gulu, Mbarara, and Arua have been positioned as engines of regional growth. The frameworks exist. What now matters is execution.
