Uganda, May 7 -- The Lord Mayor-elect for Uganda's capital, Kampala, Mr Ronald Balimwezo, has urged the government to make entrepreneurship training mandatory before beneficiaries can access funds under the Parish Development Model (PDM).Mr Balimwezo argued that the government's flagship poverty alleviation programme is falling short of expectations because many beneficiaries lack the business and financial management skills needed to utilise the funds effectively.
