Uganda, April 28 -- Authorities in Kabale District have blamed poor internet connectivity and limited digital skills among civil servants for slow compliance with the mandatory online declaration of assets and liabilities.
Chief Administrative Officer Robert Mugabe said on Tuesday that only 38 percent of public servants in the district have so far declared their assets, leaving about 62 percent non-compliant ahead of the April 30 deadline set by the Inspectorate of Government (IGG).
