Sri Lanka, Sept. 16 -- As if justifying the delay in the implementation of government's promises, Deputy Minister of Transport and Highways Dr. Prasanna Gunasena has stated that although his party, the National People's Power (NPP) has gained power of government, it has not gained the state power in its entirety.

He apparently means that state machinery, mainly the officialdom, is not under the full control of the party and hence, things are not moving at the pace the party and the government desire.
