Police Must Follow Their Own Instructions
Srilanka, Sept. 12 -- Recent reports of motorists being fined despite apparently complying with the law do little to enhance the image of the Police Force. They also raise questions about whether circulars issued by Police Headquarters are reaching officers on the ground-or are simply being ignored. In one case, a motorcyclist was reportedly fined for riding a motorcycle that was not registered in his name. There is nothing inherently illegal about riding a vehicle belonging to another person, provided the necessary documents are in order. It also appears that the rider did not understand the language of the spot-fine ticket. As Tamil is an official language, he should be entitled to receive an explanation or documentation in Tamil.
