Sri Lanka, Aug. 27 -- People in low income settlements who are at the receiving end of many hardships need to be looked after during a crisis such as El Nino. Even though the El Nino has not yet been established, it is important to ensure that these people have continued access to fresh drinking water for instance. With Sri Lanka's reservoirs becoming vulnerable to dry spells it is important to consider the plight of urban populations as well. Many low income settlements in Colombo for instance depend on pipe-borne water. But if the water board decides to limit the distribution of water during a prolonged dry spell, these people will also be affected.
