Sri Lanka, July 6 -- It seems that only when dengue cases increase the responsible people get activated!

I wonder why the MOH and health workers involved and the local authorities don't have a programme right throughout the year on the part of preventing rather than waking up when it's too late! Is there not any preventive methods that could be programmed, like inspection of high risk areas and educating those who are not taking steps in their residential areas throughout the year? If there were regular inspections we may not have such a serious outbreak. Could the authorities explain whether they have ongoing regular programmes than waiting for an outbreak to get activated?
