
Mumbai, Sept. 4 -- Uttarakhand Power Corporation Limited has invited bids for construction of 33/11 kV substations with associated 33 kV lines at an estimated cost of Rs 2.62 billion (bn). The project aims to strengthen the state's power distribution infrastructure and treat each substation and its lines as independent units for completion. Work includes civil works and supply and installation of 33 kV and 11 kV Permanent Magnetic Actuator Vacuum Circuit Breakers and associated transmission lines. Completion is required within 12 months of land handover or provision of right of way.
The tender stipulates equipment eligibility that the original equipment manufacturer must have manufacturing in India and demonstrate supply of at least 2,000 units of 33 kV and 11 kV PMA Vacuum Circuit Breakers to government departments, undertakings, state electricity boards or power sector utilities in India during the last five years. Of these, at least 200 units must have been in satisfactory operation for a minimum of one year. Equipment must be fully type tested at government approved or NABL accredited laboratories within the last five years.
Financial eligibility requires bidders to show an average annual turnover of at least 150 per cent of the estimated project cost, equivalent to Rs 3.93 billion (bn) for the best three of the last five financial years. Bidders must also hold liquid assets or credit facilities of at least 40 per cent of the estimated cost, equivalent to Rs 1.048 billion (bn), and a net worth of at least 20 per cent, equivalent to Rs 524 million (mn). Consortiums or joint ventures of up to two companies are permitted.
The lead partner in a consortium must meet at least 40 per cent of the financial criteria while the other partner must meet at least 25 per cent. Following completion and a defect liability period, an annual maintenance contract will operate for five years to maintain installed equipment and lines. Interested parties are required to consult bid documents for details on timelines and submissions.
