Mumbai, July 21 -- Telecommunications Consultants India Limited (TCIL), a Government of India enterprise, has invited expressions of interest to select a pre?bid partner for a rooftop solar project across Kandla and Gandhidham in Gujarat. The partner will work exclusively with TCIL to prepare and submit the bid and will be responsible for design, supply, installation, testing, commissioning and maintenance of rooftop solar photovoltaic systems integrated with a Battery Energy Storage System (BESS).

The EOI, issued in response to Tender No. CME/Electrical/2691 dated 2 July 2026, covers on?grid rooftop photovoltaic installations across government and non?residential buildings including administrative offices and hospitals. A 400 kWh BESS is planned for the administrative office building in Gandhidham to improve energy reliability and optimise solar utilisation.

The contractor will provide maintenance for a total period of eight years, covering a one year defect liability period followed by seven years of comprehensive annual maintenance contract. The notice was issued on 16 July 2026 and online submission commenced at three pm on the same day; proposals must be submitted by four thirty pm on 20 July 2026. Technical bids will be opened online at five thirty pm on 20 July while the date for opening financial bids will be announced later; the document lists 17 June 2026 as the last date for clarifications, which appears to be a typographical error.

Bidders must be registered entities in India with relevant experience in solar photovoltaic projects, a positive net worth and an average annual turnover of at least Rs 33.8 million (mn) during the last three financial years. The earnest money deposit is Rs 0.5 million (mn) and may be submitted by bank guarantee or electronic transfer, valid for 165 days; micro and small enterprises and DPIIT?recognised start?ups are exempt from the EMD and tender fee on submission of certificates. The tender fee is Rs 10,000 plus 18 per cent GST. The successful bidder will be required to furnish a performance bank guarantee and failure to provide it may result in cancellation of the award and forfeiture of the bid security.
