Mumbai, Sept. 11 -- Rajasthan Electronics and Instruments Limited, Jaipur, has invited bids for the implementation of a 15 megawatt-peak (MWp) grid connected solar power plant programme for government buildings across several states and union territories under a renewables energy service company model. The invitation, issued as a notice inviting tender, sets the aggregate project capacity at 15 MWp and records an estimated tender price of Rs 33.7 mn. The procuring entity has directed that the complete tender document is available for download on the e-procurement portal and that downloads are free.
Bidders are required to submit offers online through the central public procurement portal and to possess a valid digital signature certificate issued by an approved certifying authority. The process follows a single stage two envelope system with technical and financial bids to be uploaded separately; technical bids will be opened on the date stated in the tender information summary and financial bids will be opened only for eligible bidders. The notice emphasises that physical offers will be rejected and that originals of specified scanned documents may need to be submitted in sealed form where indicated.
The tender sets an earnest money deposit of Rs 45,000 per MWp and specifies bid validity of 90 days from the date of tender opening. A clarification window has been provided and bidders may seek clarifications electronically within the period mentioned in the tender information summary; participation in any pre-bid conference is optional. Additional conditions include compliance with public procurement preference for Make in India, adherence to land border sharing declarations and prohibition on entities declared ineligible or blacklisted.
The procuring organisation reserves the right to reject any or all bids, cancel the tender process or reissue the tender without assigning reasons and cautions bidders to review the tender information summary before submission. The notice requires an integrity pact to be signed and states that offers quoting nil consideration will be treated as unresponsive.
