Mumbai, July 16 -- The New Delhi Municipal Council (NDMC) launched RRR (Reduce, Reuse, Recycle) on Wheels vehicles to collect recyclable waste directly from residents' homes and released a citizen handbook on the Solid Waste Management Rules 2026. They were developed in collaboration with Chintan Environmental Research and Action Group. The launch took place at NDCC Phase two, where NDMC Chairman Keshav Chandra released the handbook and flagged off the RRR on Wheels vehicles. The programme was presented to bring collection services closer to households.
The RRR on Wheels initiative extends the reduce, reuse and recycle model beyond NDMC's existing network of eight micro-material recovery facilities across its area. It is designed for residents who segregate their waste at home but are unable to travel to a fixed RRR centre, providing doorstep collection of recyclables, e-waste, textiles and other dry waste. Collected materials will be channelled to authorised recyclers to ensure appropriate processing and resource recovery. The scheme aims to integrate with the council's wider waste management framework.
Operations will involve trained waste-pickers who are to be linked to formal recognition and livelihood schemes, including the NAMASTE programme, so that those engaged in collection receive more secure and dignified employment. The initiative builds on existing informal networks and provides pathways for workforce formalisation, training and social protection measures. By incorporating local collectors into an organised system, the council seeks to enhance continuity of service and improve the quality of segregated material. The arrangement is expected to support better recycling outcomes within the NDMC area.
The citizen handbook explains responsibilities for segregation, collection schedules and the practical steps residents can take under the Solid Waste Management Rules 2026, and is intended to raise awareness of compliance and circular practices. Collaboration with Chintan includes technical guidance and capacity building to support implementation across communities. The NDMC described the launch as a measure to strengthen doorstep services and increase resource recovery without altering existing authorised recycling channels. Future reporting will track the operational reach and impact of the initiative across municipal wards.
