Mumbai, Oct. 23 -- The Delhi Pollution Control Committee (DPCC) has invited e-tenders to deploy innovative pollution-control technologies on a pilot basis at 40 identified sites across the national capital. The initiative is intended to support outdoor air-quality monitoring and help curb pollution, according to the tender notice issued under the Delhi government's Environment Department.

The estimated value of the bid is Rs. 1.04 bn, based on a Government e-Marketplace (GeM) bid document. The one-year contract has been divided into 40 schedules, each valued at an estimated Rs. 26 mn, and the contract will be awarded separately for every schedule. The lowest eligible bidder will be determined independently for each schedule.

The tender document is dated September 17, and the bids were opened on October 6. DPCC is the procuring organisation for the tender, which has been issued within the administrative framework of the Delhi government's Environment Department. The arrangement allows separate selection for the identified service packages while retaining the stated technical and quality requirements.

Bidders must have recorded an average annual turnover of at least Rs. 10 mn over the previous three years and must demonstrate prior experience in similar services. Eligible startups registered with the Department for Promotion of Industry and Internal Trade (DPIIT) are eligible for relaxation in the experience and turnover conditions, provided they meet the prescribed quality and technical standards.

The tender also requires an earnest money deposit of Rs. 0.5 mn for each schedule, with a validity period of 14 months. The pilot is being pursued as Delhi continues efforts to address air pollution, an issue that becomes more acute during the winter months and has raised health concerns among residents. The tender notice sets out the commercial, eligibility and bidding conditions for agencies seeking to participate.
