
Mumbai, July 21 -- The Delhi Development Authority has invited online tariff-based competitive bids for the development of one point eight Megawatt (MW) solar power project in New Delhi under the Renewable Energy Service Company model. The tender covers design, supply, erection, testing and commissioning and 25 years of operation and maintenance of net-meter-connected, ground-mounted solar carport power plants. The notice has been issued by the Executive Engineer (Electrical), Electrical Division Number 12.
The project will be implemented at two locations with the larger installation of 1,500 kilowatt (kW) AC at District Park and the NG Drain area along the Outer Ring Road to Khayala Bridge and a second plant of 300 kW AC at the MP Green Belt in Mangolpuri. The combined capacity is one point eight MW, equivalent to 1,800 kW. The successful bidder must complete installation and commissioning of both plants within six months.
The tender requires an Earnest Money Deposit of Rs. 1,406,880 payable online through RTGS or NEFT into the DDA account, with the option to furnish up to 50 per cent as a bank guarantee subject to a maximum of Rs. 20 lakh, equivalent to Rs. 2 million (mn). The remaining amount must be paid online and the deposit of the successful bidder will be returned only after submission of the required Performance Bank Guarantee. All bids must be submitted electronically through the Central Public Procurement Portal.
Financial qualification requires an average annual turnover of at least Rs. 3.6 crore, equivalent to Rs. 36 million mn, in the three financial years ending March 31, 2025, together with either a bank solvency certificate of Rs. 2.85 crore (Rs. 28.5 million mn) or a minimum net worth of Rs. 1.055 crore (Rs. 10.55 million mn). Eligible participants include companies incorporated in India, government-owned power and infrastructure enterprises and registered Indian solar cell and module manufacturers. Experience in commissioning grid-connected solar PV projects over the past seven years is required. The tender was published on July 16, with a pre-bid conference on July 21 and bids due by July 30.
