Nairobi, April 13 -- The Kenya Revenue Authority (KRA) is under scrutiny after the latest official audit revealed it offered tax compliance certificates to thousands of workers and business people with billions of shillings in unpaid taxes, raising fresh concerns over enforcement gaps.
The Auditor-General's report for the year to June 2025 revealed that the agency issued tax compliance certificates (TCCs) to 3,054 taxpayers who owed Sh3.12 billion without the required repayment plan.
This was based on a sample of six KRA service stations, raising the possibility of more irregularities across offices not captured in the audit.
The taxman has 43 service centres and 41 tax service offices.
