Srinagar, March 24 -- Emphasising a decisive shift towards outcome-driven research and transparent scientific governance, Commissioner Secretary, Science and Technology Department, Babila Rakwal, on Tuesday said that science in Jammu and Kashmir is being consciously repositioned as a tool of public service delivery rather than remaining confined to academic institutions.
