Srinagar, Aug. 21 -- Empowering district collectors in Jammu & Kashmir, Ladakh and six border States to grant citizenship is more than an administrative reform. It is a test of how effectively the State can turn law into certainty and authority into public service. For people living in remote and border regions, government procedures can often feel distant.
