Shimla, Sept. 29 -- The Leader of Opposition in the Himachal Pradesh Assembly and former Chief Minister Jai Ram Thakur on Tuesday accused the Congress and INDIA bloc leaders of attacking constitutional institutions out of "frustration and disappointment" after failing to achieve power through democratic means.

Addressing a press conference in Shimla, Thakur said the controversy surrounding Congress leader Rahul Gandhi's allegations against Chief Election Commissioner Gyanesh Kumar was unnecessary and claimed that the Election Commission's recent clarification had exposed the basis of the allegations.
