Ottawa, May 25 -- In a significant development for bilateral diplomacy, India's High Commissioner to Canada, Dinesh K. Patnaik, welcomed the Commerce and Industry Minister, Piyush Goyal, upon his arrival at the airport in Ottawa on Monday.
