Guwahati, Sept. 12 -- The Congress on Saturday launched a sharp attack on the Bharatiya Janata Party (BJP)-led governments at the Centre and in Assam, alleging widespread institutional misuse ahead of the upcoming Nagaon Lok Sabha by-election and describing the recent floods in Upper Assam as a "man-made disaster" fueled by patronised illegal mining syndicates.
