New Delhi, April 1 -- The Supreme Court has noted that the 19 Appellate Tribunals notified and set-up by the Election Commission of India (ECI) in the State for the purpose of final adjudication of applicants (who have either been excluded or included front the voter list) will have full access to the records and materials placed before the original adjudicating authorities (judicial officers) to effectively decide finality of appeals concerning inclusion or exclusion from electoral rolls.
