New Delhi, July 22 -- Social activist Anna Hazare on Wednesday wrote a formal letter to Prime Minister Narendra Modi, expressing deep pain over recent violence and police action against protesting students in New Delhi, urging the central government to establish a constructive dialogue rather than suppressing democratic dissent.
