Ignacio, on Tuesday said the 2016 Permanent Court of Arbitration (PCA) award on the South China Sea exposed "the extent to which some states are willing to be responsible actors" rather than the limitations of international law, asserting that the ruling remains "final and binding" on both the Philippines and China.
