New Delhi, May 27 -- Congress leader Abhishek Manu Singhvi on Wednesday said the Supreme Court judgment upholding the legal and constitutional validity of the Special Intensive Revision (SIR) of electoral rolls has "raised as many questions as it has answered," while reiterating concerns over the Election Commission's implementation of the exercise.

Addressing a press conference in Delhi, Singhvi said the issue of SIR was always about "substance and intent" rather than the Election Commission of India's (ECI) power to conduct the revision.
