Bogota, June 22 -- US Secretary of State Marco Rubio on Sunday (local time) congratulated Colombia's president-elect Abelardo de la Espriella following his apparent election victory, signalling that the Trump administration is prepared to work closely with the incoming government on security, migration and economic issues.
