Jakarta, July 24 -- Indonesia's Directorate General of Immigration has taken action against two Dutch nationals who organized a foreigner-only running club in Bali, citing discriminatory practices against local citizens.

Immigration Director General Hendarsam Marantoko said Friday that the two foreign nationals were identified as the primary organizers of the "Entourage Run" club in Canggu, Badung Regency, which barred Indonesians from participating.

"There should not be a state within a state. We consider this running club to be functioning as a 'state within a state'," Marantoko said during a press conference in Jakarta.

Authorities identified the two men by their initials: JAS, 35, a holder of a work-based limited stay permit (KITAS...
