Dong Nai, Sept. 12 -- For nearly a decade, the "Zero-dong stall" in Binh Phuoc ward, the southern city of Dong Nai, has operated regularly every weekend, becoming a familiar destination for lottery ticket sellers, freelancers and people in difficult circumstances.
