Hanoi, Sept. 22 -- The Government has issued Decree No. 249/2025/ND-CP, setting out mechanisms and policies to attract experts in the fields of science, technology, innovation and digital transformation. Taking effect on September 19, 2025, the decree defines criteria, selection procedures, rights and obligations, responsibilities, evaluation and policies applicable to this group of experts.
