Rome, Jan. 27 -- The 14th National Congress of the Communist Party of Vietnam (CPV) represented a defining moment of Vietnam as it laid out a clear pathway for the country to achieve the high-income developed status by 2045, according to Francesco Maringio, head of the external relations department of the Italian Communist Party.
